Calculating freight when shipping multiple packages.

There is now a setting on product price page, that you can define some products as "Always Shipped Separately".
If you do this, the base fee, any weight fees, and any rural surcharges will be compounded multiple times. Thus producing a more costly shipping fee for the customer, but perhaps a more accurate shipping fee for the merchant.
Typically used where some items are oversized, and always shipped via a different courier.
There are now 2 methods of calculating the separate fees. In one approach, we calculate the sending of all quantity of a product type, as a single package, separate to any other line item. In the other approach, we send every unit ordered separately, so a higher quantity will result in a higher price. 
When items are sent separately, the base fee per order is compounded per package, and the weight band fees are calculated for each package. All other fees are calculated in the normal way. If you use a maxium fee per order, then this will apply across the whole order, and is not a per package setting.
