First create a paypal account

Now we setup paypal as a valid payment option in the shopping cart
Use the same email address you registered with paypal
Use the test IPN to enable instant payment notification, so that you can improve your order fulfilment options or deliver real time services
Login to Paypal to update your IPN
This IPN can be hard to find, and the setup process is subject to change. Please follow your nose to find the IPN setup area.
Turn on IPN, Paste the IPN URL and enable messages
The Paypal payment option is now active.
